Simmer pork in water with garlic, bay leaf and peppercorn for 1 hour. Remove and set aside to cool completely.

Combine vinegar, soy sauce, sugar, garlic, chili and pepper. Set aside.

Cut pork into slices and coat with 2 tbsp soy souce. Preheat oil and fry pork until golden brown. Drain excess oil and cut into serving pieces.
